Yeah, Iron Man can practically just dodge or move out of the way lol. Or just attacking Soldier Boy while he's in the middle of charging.

Even with equalized speed, I doubt Soldier Boy could even hit Iron Man. That's assuming Soldier Boy would even get a radiation blast off, as it takes very long to fire

His radiation blast takes way too long to charge to be a reliably credible threat to Iron Man.
