Arthur isn't the most combat experience Joker, even though he has potential. Conner being able to dodge bullets makes this a quick loss for Joker.

Joker isn't winning this in most scenarios, Connor is faster and far more intelligent (beyond human intelligence), in addition mastery in various weaponery and hand to hand combat.Due to his extreme intelligence and reflexes he shouldn't have much problem with avoiding bullets joker sends against him and utilizing envoriment as a cover and against joker. Even if joker gets some hits ,unless he hits vital area Connor should be fine and won't slow down.
Do they start combat with those weapons or they have those weapons in prep time? If they can acquire additional weaponery in prep time, additional point goes to Connor as due to Intelligence and hacking abilities (assuming he will be able to use them) he shouldn't have problem with acquiring pretty powerful weaponary. He would likely go for a sniper rifle (as he goes for it when attempts to assasinite someone for the first time and solo) and try to snipe joker from far away. If not, still likely an ambush, unless joker is hidding one.

Honestly, Connor's Analytical Prediction alone should give him this, then you add on top of that the ability to dodge bullets, martial arts, pressure points and intelligence, and that's about it.
