In the SBA page itself it states
"it is preferable that the thread creator specify the assumptions he wants to use in the thread and adjust them in such a way that as fair a fight as possible can take place."
The assumptions here that they will be unarmed so they can go CQC.

Standard equipment cannot be restricted unless they make a character jump a tier. I lost a match because of that

Just make the fight happen at close range like make starting distance half a meter. Even then, Rana would probably fight with his knife and Connor would fight with his gun

Alright that's nice. So... both have feats of taking down highly trained officers so they should be mostly equal in skill. Connor does have an advantage in range and precognition so for now, I'm leaning towards him
