"Arthur has a quick draw" When the **** has this been a thing.
All he did was pull a gun on a middle-aged dude who was sitting on a chair carelessly and who wasn't expecting him to shoot. It doesn't count in the slightest. And his draw wasn't quick, he pulled it at fairly normal human speeds.
Meanwhile Killing Joke Joker has... Again, better equipment (Explosives, more varied guns, Joker Gas), but he's also a better fighter and much more durable (Endures a brutal beatdown from Batman), and more intelligent, being a professional and experienced criminal and not just a guy with a grudge on society.

We don't even see Joker pull the gun on the subway scene. We just know that at some point while he was being kicked on, he grabbed the gun and managed to shoot. At which point the other two guys just freaked out and were easy targets.

The first guy doesn't even have to time react. Yea we don't see it. But it's more so the fact he got to before they had time to properly react. First guy immediately shot dead and second guy shot before he had time to process it and make a run for it. And a lot of the fights I recall speed is equal. So it just matters who can pull a gun out faster. And a smaller gun is much more useful since they both can still die to it. Small or large gun. They aren't surviving it. So the smaller helps in the taking out in those case. Small detail. But it's the detail that matters

I actually agree with Butters for once, he clearly pulled it out before they had a chance to run from him even though we didn't see it. Also he managed to shoot the runner.

Also considering that was the first time we've ever really seen him use a gun (not including the apartment misfire), he can only get better with more experience
