I'll go with Brain. It seems that a lot of Osbourne's tricks woouldn't really work against him, and since Oct is controlling him, his weaknesses are negated considerbly.

The Green Goblin just bombs the Brain from the sky with his glider.

It's true that smoke bombs and sonic attack are ineffective, but the Brain is a cluncky piece of furniture that just rotates its arms at melee range, even with Octopus controlling it, I don't see what it can do against the Goblin staying out of range and laughing at it while he throws bombs and darts until he eventually destroys it (the Brain's regen doesn't seem to be extremely fast, according to the scan, at least).

Even in an physical contest, the Goblin can just outgrapple it with his immense lifting strength.
