Frederica seems slightly smaller, but that's probably because of Sally's breastplate.

Looking at Sally's image closely, there isn't really any bump visible under the chest plate, meanwhile Warcraft Sally's chest isn't super small for real life standards, and a look at her gallery in a Warcraft wiki shows that some of her depictions are average to slightly above.

I might argue Rip Van Winkle for smallest 9-A bust. You can see right here in this gif taken from HSU at 1.80 seconds, that she's bending over really far backwards and still, it's a pancake. Even if Suiren was still 9-A, I think Rip might have her beat.
