Is there like a certain condition for a character to be locked for only staff to edit, such as like: if the character is at least Tier 2, if the character's page got vandalized, etc. I just want to know since I don't get the concept.

All Tier 0, 1 and 2 pages are locked.
Pages of super popular characters are locked. Pages that are vandalized a lot are locked. Pages that tend to be unreasonably boosted a lot are locked.

Don't mean for this to spiral but:
Are Tier 2 and above characters locked because of fear of possible massive highballing? And does same thing go with the popular characters? Or is there a different reason for the popular characters?

Tier 2 and up pages are locked because people often don't understand the specifics of our dimensional tiering, which can lead to inaccurate edits or attempts at downplaying.
Popular characters are locked because there is no way that they wouldn't be vandalized, boosted, or downgraded by random people.
