In terms of hax, I can see both Splendid and Underdog meeting each other head to head. And while Underdog does have a 2X AP advantage over Splendid, the squirrel's Air Manipulation can help give him an upper hand over Underdog, by being able to cut off his breath attacks by sucking in all the air around them. Then again, Underdog has traveled through space before, which means losing the oxygen won't really affect him too much during the fight, and he has quite a few resistances that can block a few of Splendid's major attacks. And then there's the matter of Underdog's intelligence, which should be much higher than Splendid's, considering he can actually use his powers in a way that doesn't leave everyone around him dead anyway.

So, in the end, Underdog is more powerful and more adept at using his powers than Splendid is, so I'm going to side with the Dog Wonder here.
