Also, we should upgrade Namek Piccolo to Planet level, it doesn't make any sense for him to be At least Moon level.

Piccolo said that King Kai's training has increased his power tremendously. He even asks Gohan to teleport him to Planet Namek so he could fight Frieza and avenge those killed by him. Granted, Piccolo doesn't know how strong Frieza really is but he knows that Vegeta is afraid of his power so he should be at least as strong as Vegeta was during the Saiyan Saga.

Also, Nail said his power was "astonishing" but nowhere near Frieza's (obviously)

Does anyone disagree with this?

That is not sufficient enough reason for me to ascertain a particular tier. It's more on the assumptions territory. And that particular rating doesn't matter much considering Piccolo doesn't do anything nor was he in that state for a long time. Seems best to avoid it.

While I agree that at the period, he's like above nail but well below Frieza. And some actually tried comparing him to 1st form Frieza in the past, but the period is like so brief combined with the fact that he never fights in that key, to the point where I don't think the specific key is worth having. Plus he already does have quite a bit of keys and I'd rather not clutter his profile further.

We could split his keys between his DBZ keys to his DBS keys like we did for Goku, Vegeta and Gohan (and Frieza would be next)
