Does Ultron have a specific feat that he scales to for City Level to get an idea of how high he is in the tier?

Sion can regenerate and she can manifest beings that can fight in the 7-B tier although I don't know if she can manifest Ultron's "fears" directly because I don't know that a computer has conventional thoughts like that.

Unfortunately, I couldn't find the statement that I was looking for. However considering that she's currently rated "At least 7-B" I think it would be safe to say she's on the upper echelon of the tier.

So she's going to be hitting harder than him with her creations and physical attacks, but her Etherlite hax won't be effective.
