Yes, so Nigel qualifies for 2-C, but to pass Tier 2-C you need to either destroy, create or both up to 1000 universes.

So Nigel is just normal 2-C via tens of alternate parallel dimensions because 1000 is sure a lot more than just dozens.

So, Nigel would be more Stronk, considering that he's got 10 universes as opposed to Simon's 2, but at the same time, Simon can also probably amass more spiral energy to deal with that, and both would just end up durability negating eachother out. Simon has way more and way more useful hax of the two though, since his probability manipulation would be able to overwhelm Nigel, and several other ones like Reality Warping or matter manipulation.
