(Funny how I was going to make this matchup and this has been sitting for a 2 months so I hope it's not outdated.)
How high into High 1-C is TDK? Because if they are both 11-D, it could go either way, since TDK has stuff like Existence Erasure which sounds like it would work on Simon given the way it's worded because his regen is only Low-Godly "(Ripped apart stories of the beings of the Multiverse in his fight with Perpetua, fundamental aspects of their existence)"
Also that corruption might be an issue.
