Shouldn't the Hanged King be Low 1-A?

So we have confirmed that one narrative of the SCP verse is Low 1-A.

He rules over Alagadda, a city that connets the entire multiverse aka narrative with each other, he seems to be above that is able to control it. Because of that, I think he should be Low 1-A. The definition of Low 1-A is "Characters who can universally affect, create and/or destroy structures and expanses of uncountably infinite dimensions", since the multiverse is that I think he should be Low 1-A.

Thoughts?
 
I think he could be even 1-A since Alagadda is a place that makes so beings from all dimesions are able to interact with one another it shows how superior he's with him being able to do so everyone can interact with one another And he dwarfs others who can do the same

But I don't understand it 1-A that well so don't hold what I have to say that high
