Should Magik have an inside limbo/hell lord key?

I think the title is simple enough to understand but I will elaborate. Illyana is the ruler of limbo and from my memory flat out addresses herself as hell lord. Idk that she would exactly scale to the other hell lords but she has some feats here and there that could either provide support for her to scale to them or provide justification for whatever tier she should get.
