I think it's because the crater shown to be destroyed by Shikoutazer's attack ended up about 1.3 megatons of TNT's worth, so the feat should at least be that level by crater alone.
Other than that, I think the low end and high end calcs were based on calculating the explosion's airburst or fireball radius and stuff like that, and I think we went with the explosion's airburst for the feat I believe.
