They're both Small Town level, but All Might is at least Small Town.

Unfortunately, weakened All Might has a time limit and doesn't have regen like Armstrong. He won't last in a battle of attrition, which Armstrong is exceptional at.

Armstrong also has a time limit since he can run out of power. Plus, All Might's time limit is three hours, which is more than enough time for them to fight.

I understand that Armstrong as a time limit, but it's much less strenuous than All Might, who physically weakens over the course of a battle and is coughing up blood all the while.
