No.

You have absolutely no reasons to assume that SCP-106 manipulates all of SCP-3001. Or manipulates it to a Tier 1/0 extent. The best you can say is that SCP-106 has a small pocket of space inside of SCP-3001, which it drags people into. But that's nowhere near Tier 1 AP.

Besides this map is probably not fully accurate. SCP-3001 as described in the original article still has some time and space in it. It's more of a pocket dimension than the inter-universal void shown on the map. So this might not even apply at all.

Not relating to the Tier 1 claim, but IIRC universes do not need to be infinite in size to be Low 2-C, it takes in account the axis of time which is already uncountable infinitely larger in the same way.
