i would say hercule for having more fighting skill and the power to fly with a jetpack and the fact that he pulled four buses and his weapons as well as being overall more expericed in combat and even with scar's superior intelgence and senses the fact he can fly and has a range advange that scar cant fight aganist

A Lion, whether you're a world champion or not, is still a dang Lion. You know it's dangerous. You wouldn't know a big green bug man was dangerous until it was far too late. Especially since Hercule thought Cell's announcement thing was all special effects.

Yes, even after he saw that the military couldn't harm him. That seems more stupid than brave though.

I'm just saying that Cell looks intimidating as all hell. Even with a camera on him and trying to put on a show it still takes guts to just walk up to Cell and try to punch him.

Eh fair enough. Although another thing is, this is modern-day Hercule. He already has experience with how powerful abnormal beings can be; and a talking lion is sure to tick off the "Oh noes" button (Even though the world president was a dog at one point. Everyone seems to gloss over that fact). Also this isn't a tournament setting where there are rules and stuff, it's just a death battle that happened as per SBA.

He's a sentient lion who is weaker than average lions like mufafasa and uses his intelgece instead. Scar is at least on the level of a weak lion which hercule could fight as he got guns and pulled a bus and punched though it

Scar isn't human level though he's 9-B which is not human level. He's still a lion and is far superior to a human physically
