Scar (FMA) vs Overhaul (MHA)

While their powers are extremely similar, I'm willing to say that Overhaul has a best mastering of his "reconstruction" ability since he always used it where Scar only started to do it near the end of FMA. Also, While Scar is certainly way better in hand to hand combat, Chisaki's deconstruction prooved to have a wider range and higer control on the matter. In the end, it's only a matter of if yes or no Scar can close the distance, if speed wasn't equalized or if Chisaki didn't knew about Scar's ability, Overhaul would be outmatched, but in those condition, I believe the victory belong to Chisaki.
