Scaling Hax, Power Nullification and Resistances

Can you scale layers of hax and resistances to layers of power null?

For example we have 3 characters, A, B & C.

-Character A, has x layers of power null that nulls any ability (the power null only affects what tries to affect A i.e only works defensively).
-Character B's hax bypasses A's power null as a result of the power null having insufficient layers so the hax affects A (Neither B nor his hax resist power nullification).
-Character C, then resists B's hax, not stopping it with power null, but he genuinely resists the ability.

Questions;
  1. Can we give character B, hax layers equal to the layers of power null character A possessed?
  2. Can we give character C, layered resistance equal to the amount of power null character A possessed?
Note: Controversial abilities like resistance negation and godly levels regeneration negation not included

1. Shouldn't this scenario mean that character B has more "layered resistance to power nullification" then? Not getting affected by the power null should go as resistance to power null IIRC. And if so, it doesn't provide layers to the said Hax of character B.

Not the scenario I had in mind.

Character A's power null only bull's abilities that try to affect him not necessarily null his opponent, maybe I should also specify B doesn't resist power null
 
seen this done multiple times so yeah. really need a crt to end layers or establish how they should be scaled to apply in matches.

Well examples that I've seen for layering is that people tend to argue for layers via not effecting another character with said hax, for the most part this is argued when the characters are just overall stronger than the other character and people therefore make an argument off of just being stronger and not the 1 < 2 < 3 < 4 and so on.

I think the main way to argue for hax layering is:

Character A and B both are on the same level of power within their respective verse's energy system.

Character A has spatial manipulation
Character B resist said spatial manipulation
Character C has spatial manipulation and can effect character B with spatial manipulation

Therefore Character C's spatial manipulation > Character B's resistance > Character A's spatial manipulation

This should also be done for the specific application of spatial manipulation and not for an overall application of spatial manipulation itself, since most spatial manipulation tends to be generally the same and warps space this shouldn't be too controversial. The more prominent hax resistance that I see getting used is soul manipulation resistance, people argue that since one can resistance having their soul absorbed they can resistance soul erasure, which should be obvious why we shouldn't allow us this since its two different applications of soul manipulation. If the verse allows such a use of resistance then it's fine but this doesn't mean that characters now get layers for every application of soul manipulation or even some, it should be what's shown.
