Scaling from Pikachu

I was thinking about it, with Pikachu's speed upgrade, there should be a few that scale towards it. And don't worry, it's very few, and they're all original series Pokemon, which is the series that gave Pikachu MHS+. The Pokemon that should scale are: Charizard, Mewtwo, and the legendary birds (including Lugia). Maybe, just maybe, Mew and Ho-oh too. But only if this is Charizard because of the fact that in the series, it is constantly shown that Ash's Charizard is around or greater than Pikachu. For instance, Pikachu couldn't take on Blaine's Magmar, but Charizard was. The legendary birds should be scaled because they were faster than Pikachu in the Power of One, and logical powerscaling, and Mewtwo because of logical powescaling (canonically the strongest Pokemon in gen 1 and 2). Lugia because it being the trio master, Mew for being equal to Mewtwo, Ho-oh for being Lugia's equal. What do you think should be done about it? This might also work for Suicune, Entei, and Raikou

On topic, Pikachu is MHS+ in reactions only which usually isn't scalable. We'd have to revise on a case by case basis.
 
Originally, I was just going to do Charizard and Mewtwo lol. I just thought too hard. However, Mewtwo is known to be vastly superior to all genwunners, so I thought that would be scalable.
 
But isn't reaction via brain thought speed, and therefore, with Mewtwo being psychic types which are known for their intellect (i.e. Alakazam and Metagross), and top of its type, wouldn't that make his reaction speed similar?
 
No your reactions aren't actually controlled by your brain. Not consciously anyway. Brain power has nothing to do with it.

No one can scale unless the blitzing occurred in the same story as when Pikachu gained the current speed ratings as stated on the page due to the inconsistencies in the franchise.

I would assume Legendary Pokemon are the exceptions as they should logically be superior in every way and Mega Evolutions are more uncertain but can arguably scale as well but even of this I'm uncertain as Pikachu's power level changes in every region, usually to much lower levels than before.

It's possible we'll have to limit them all to the occurrence of a single storyline especially as Pikachu is the most inconsistent of them all.

To clarify, I'm suggesting Hitmonchan scales to Pikachu, not that Pikachu "scales down" to Hitmonchan.

I guess I can't argue with Regulator's point. Darn, I miss the days when Hitmonchan wrecked Yang.
