Two things
1) Quoting this.
"Elementals, corporeal undead, and outsiders are likewise unaffected unless summoned. These creatures are spell-like or supernatural abilities, however, may be temporarily nullified by the field"
Josian is both an elemental and a incorporeal undead (As I said earlier, the Draugr were at the beginning incorporeal undead)
He says he cancels "temporarily" their abilities, is there a time limit or does it concern the fact that they are canceled until they come out of the cone?
2) Quoting also this:
"Minor artifacts are not necessarily unique items. Even so, they are magic items that no longer can be created, at least by common mortal means.
Now, I don't know how artifacts are created in DnD, but I don't think infusing the ability of an undead into a staff is considered a "common mortal method"
And I checked the artifacts and I would say that a storm-evoking staff is a little different from an enchanted Hellflame sword.
