I have to say sasuke since he does have similar powers to saiki, but he's also not a glass cannon, and has more versatile hax to use, amaterasu can destroy him if sasuke lands a hit on him, or perfect susanoo stomps him by any of his attacks.

If he goes 5-B, Sasuke should lose.

That said, they're not bloodlusted (so he's probably not going to resort to that) and he seems pretty weak without his powers, speed aside.

I'd give it to Sasuke, perfect Susanoo will allow him to easily tank the regular attacks and his swings will easily put Saiki on the defensives.

Especially if speed equalized means combat speed too - he can just use telekinesis to smear him on the floor.

this is pretty easy reality warping is really really gonna beat sasuke really hard cause sasuke doesn't have resistance or immune to reality warping plus saiki can read thoughts of sasuke so he will know what will sasuke do and saiki have precog so yeah saiki will know what sasuke will do even if sasuke use susanoo saiki can just teleport inside susanoo and knock out sasuke then remove sasuke's soul sending it to heaven
