Not really, considering more than a year ago I remember FluffyCreatureZ talking about Hit having layered time skip or Goku and Jiren having layered resistance to time stop, one of the two

Hit's time skip is layered and his time leap has 2 layers. Jiren and Goku have 2 layers resistance.

"They are assumed to have decided from free will to fight and are not excused by a just cause, difficult times or otherwise exonerating circumstances." cell would have decided to fight and that sans is his enemy

Even if he can, he's more likely to just send a death beam to him since again, Cell wouldn't bother directly opposing someone that weak (we already saw Cell do it before, such as when he blew up islands with people, or the army, or even when he killed Trunks)

Gohan had a huge amount of ki in him so Cell could easily sense him. Sans' ki is extremely low and IT hasn't shown to be able to teleport to beings with this little ki. In fact, IT fails if the ki signature isn't strong enough
