sans danmaku stomps and kills in 2 seconds

You can't equalize tier. And even if tier wasn't equalized sans still stomps due to soul manipulation one-shotting and his danmaku being nigh impossible to dodge.

Cuphead was 9-B when I made this. He must of gotta tier boost recently. I'll just fix that.
