I dont know who either of these people are. But it looks like Billy can get up a 30% ap boost and his attacks can stagger someone if they deal enough damage and he already has a 2x ap gap so that seems like it will happen alot. so he just his danmaku it looks and that will probaly take it as he staggers him and amps up. Ill vote billy. but frankly maxmillons profile is lacking alot of context for alot of how his PA work and how strong some of them are so Id really like to hear from someone who knows more about him.
