Touhou wiki isn't the most reliable source (there are at times intepretations of the writers mixed in there. Generally we don't use wikis as proofs at all)

The passage lacks sources and sounds to me like an misinterpretation of the "time paradox" description

which only states that she can summon other versions of herself from another universe, not create them.

I do find it strange how the article provides sources for everything but the "creating alternate universes".

I brought this up because I see one guy who is off site claiming that Sakuya can create alternate universes and I looked up the only source I knew of to see if he was right.

You mean Andy? He's the only one claiming that it seems. Either way it's best to rely on something else more concrete than this. Low 2-C with haxx is unlikely for Sakuya.

Summoning a clone of herself from another timeline is a lot different from creating an alternate universe.

If people are discussing Sakuya creating parallel universes it's probably from that one guy on youtube discussing that. Either way it showcases Sakuya's skill with temporal interactions (And multiverse Gensokyo huehue) but not world making.
