The thing about Saitamas punches is that they vary in strength whenever they feel like. Superman's feat is a few Zettatons above Baseline, Baseline being a tier which Saitama Stomps with incredibly casual ease, as such the AP should go to Saitama because of this.
Now to be fair, Superman wins in basically everything else by a good margin, especially with flight and his heat vision, but does the moment he tries to punch Saitama.
