Honestly I don't even think it's necessary to do upscaling here at this point. Just the feat in combination with the statements do a good enough job.

And a low 5-B character would destroy a planet quite easily also. So saitama statements does not really change anything.

There have been other one shot scenario of gaps like 1.2x or 1.15x and the upgrade was denied cause the gap is much more than the upscale standards allows for.
Why should this be any different?

Honestly the consensus is that the upscaling makes little to no difference with regards to the actual feat given the statements that now exist alongside the feat, and thus, using the multiplier becomes wholly unecessary.
