If you feel she doesn't deserve to come back then that's your opinion, as all I see is something that wasn't much big of a deal. But yeah the banned was deserved since she got caught.
She's the only consistent and legit person that knows how to handle this verse. Hope she comes back soon.

So basically, Saga has less raw power than old dohko, who prime shion can tank several hits from hyaku ryu ha with zero issue.
Young dohko is equal to prime shion, so his Hyaku ryu ha is 100x stronger than either of them.
At the wailing wall, he chooses to use the libra weapons over using hyaku ryu ha.
So Libra weapons > 100x prime dohko >> Old dohko > Saga.
