That doesn't really look like intangibility to me, not even partially so. The instances mentioned above are more easily and logically explained by Ryuko just forcing her hand/hair into her own skull cavity and the wound regenerating instantly. This alleged intangibility is not displayed ever again except these two isolated scenarios and none of her existing and established powers and abilities explain it's existence.
