As much as I love Ryuko, Pernida has this, but only through incap. Ryuko doesn't have any way to get past his High-Mid regen with only cutting attaks, and every piece of him she chops off becomes another Pernida. On the other hand, he doesn't have anyway to get past her High-Mid regen either, but he can probably paralyze her with the compulsory and leave it at that.
