Since Ryu defeated Vigoor why is he 5-B?

I found this in Ninja Gaiden wiki, is about legends of Vigoor in Book of Evil Entities.

Vigoor defeated Gurdu, the creator of the universe.

Now, Vigoor feats:

All of existence is referred to universe, and Vigoor is ignore the concept of time.

Did he have a power-up, a special weapon, or anything? If not, this is probably an outlier.

As much as I'd love to see a Tier 2 Ryu, I really don't think that's enough evidence to make him any higher than 5-B. I suppose we can close the thread.
