There are an enormous amount of cases of a char survive a one shot and being upgraded, or taking a few hits but getting owned. Etc etc I didn't remember all of them cause I didn't care. I'm like ok, I see how we rank chars so I been going with that ever since. You can't use that logic but not always use it.

You need to provide examples. None of the pages you listed have characters get tiers for fighting casual characters or surviving a one-shot.
