Transduality Type 2 isn't relevant to a narrative attack that's infinite levels of existence above Arceus, especially when it does not cover that with its showcase. We've long done away with it being a get-out-of-jail free card for everything.

NEP Type 2 is the only relevant thing here and from what I recall it doesn't mean much when the whole level of reality it operates on is targeted to begin with. I say "recall" cause the revisions may have affected that in some way I'm not aware of.

I wonder if you've ever looked at the NEP page?
have you looked at the plot manip page?

"Regarding No-Limits Fallacies, users cannot simply be assumed to bring out any imaginable effect. They are assumed to be limited in both applications and scale to what they demonstrated or can be reasoned to be capable based of reliable statements. For instance, a character whose plot manipulation can affect concepts, would need to also demonstrate the ability to affect information for them to utilize both in a combat setting. See here for more information regarding this topic."

You're heavily misunderstanding this. Arceus has no resistance to plot manipulation on such a scale nor does he lack a narrative existence. He is for all intents and purposes, just another target and would reasonably fall under such effects.

That note is for people claiming Plot Manipulation that's only worked on Uncle Grandpa can kill Yog-Sothoth, not this match.

outerversal+ range is terrible if the speed of your attack is peak human
Do you genuinely believe that the speed applies to his horn? That he'd blow it and take years to affect the solar system, much less the entire hierarchy of stories?
