If Rukia uses Shikai or Bankai, then she gets stomped, since Gray could literally eat all of her ice. The only way Rukia could actually hurt Gray is with Kido and swordsmanship, but I think that, since Rukia, despite being an ice user, can be hurt with ice, and her swordsmanship can be countered with Gray's, AND since Gray is several times more versatile with his abilities in general (not just ice), then I'm voting for Gray.

1)Rukia's bankai is absolute zero which Grey cannot withstand (as he has been affected by weaker); so his chances of eating any are slim.
2) Grey is a self taught amateur at best so he's not going to last more than a few seconds against a trained and experienced swordswoman like Rukia. She could also chop off one (or both) of his hands which would hamper his ability to use his magic.
3) Rukia is able to produce and withstand much colder temperatures than Grey is so his ice attacks are going to be ineffective.
