Human or not, Reimu probably shouldn't count as a 'village' human.

Lets not forget that even Kosuzu was shown to be capable of using magic, even if she didn't realize she was using it. When she was practicing fortune telling, it was stated that the methods used directly involved magic and that's why the one that wrote the notes in the book was expelled from his practice. Since Kosuzu used those notes to have pretty much perfect accuracy on her fortune telling, it's safe to say that she used magic, knowingly or not.
