Sanji setting himself on fire the very first time could be viewed as just a gag; but him doing it consistently and as part of his fighting style makes it a legit ability instead.

The difference with that is that Nami's confirmed to not be able to do this and earlier she had to resort to poking him since physical attacks don't work.the problem isn't that it's one-off, it's the fact that's it's played for a gag ONCE and never actually shown or hinted at again.
Like to me, this seems the same as Nami being able to smack around Luffy, despite his blunt force resistance. Just a funny moment, nothing more.
