Uh, Papyrus negates durability and Soulrapes. Plus Robbie isn't dodging that Danmaku anytime soon. If you give Robbie prep, then this will be more instersting
 
Papyrus for his soul damage ability, bullet hell, better combat experience, and greater competency compared to Robbie.

with prep time i feel like robbie has enough versatility and gadgets to win. i'm voting robbie because if he has prep time then he's ready and probably is ready to mindhax at any moment
 
Robbie's prep can be bypassed by someone smart enough, but seeing as how Papyrus is very naive, he'd easily fall into a trap. However, Papyrus could just his soul a few times before hand and take the W. so right now it could go either way but Papyrus is more likely to hit first.

One question I'd like answered is if Robbie gets prep time, does that include prior knowledge on Papyrus? Or just time to prepare his gadgets

What do you mean "beforehand?"
 
With no knowledge of Papy's attacks, I think it's slightly more likely he hits him with a bone at the soul than Robbie's gadgets being used
