Roar of Time Question

I'm confused, so was it an outlier and or a PIS moment in the manga when Pryce said Dialga's Roar of Time doesnt work on people that have any form of temporal power? Or was it the truth? It did phase Darkrai and Darkrai have shown the ability to time travel. The fodder Pokemon stalemate in that manga was definitely PIS too.

Mighta been a plot device looking back on it. The Roar of Time on Darkrai did happen in the Rise of Darkrai manga too. I guess I sorta resolved my own question thru "hard" thinking.
