• Tier: High 7-A (Anything above High 7-A are restricted like Luffy‘s Gear Third and Gear Fourth)

I should have removed this a while ago because it’s a massive stomp in either sides favor.

If this is late Luffy, (which it is) he can avoid basically everything Cole does through precognition. And Cole can’t even harm him because of electricity resistance.

If not, Luffy goes near and instantly die to neuro drain
