Hank can't regenerate his hand, the halo did. Without the halo Hank can't regenerate and since it is usually the Auditor in possession of the halo it is unlikely he can get his hands on it in a Vs fight, second of all Hank's arm was ripped off by the Auditor-Tricky fusion in Madness Combat 11 and did not regenerate until the Auditor intervened in the purgatory realm
