Can Character A who has precog and thought based ability outspeed Character B who has also thought based but without precog?

This battle takes place within their range and as soon as the battle start.

Depend on the speed. Also precog doesn't give you the first move, It just make you know what your opponent is going to do.

So character A knows what to do and character B will use said thought based ability regardless.

It's just a thought based move vs a thought based move. If they're both wincons, it'd be inconclusive.

I'd argue that if the precog wasn't some form of passive information analysis, then character A would be outsped. Character A comprehending what he has to do and then thinking is slower than Character B thinking.
