We do not strictly use a dimensional tiering system. We use a system of increasing orders of infinity, which includes differences between fictional levels. See our

Dragon Ball has strictly demonstrated a multi-universal scale as of yet, and as such cannot be rated higher for the moment.
However, The living tribunal1 is planning to make a bit of a revision to the difference between tiers 3-A and Low 2-C that may bring upgrades to Dragon Ball, if the changes are accepted by the staff.
Regardless, being present in a void beyond regular 4-D spacetime is a common plot convenience within fiction, and does not warrant a higher rating by itself, according to my past discussions with DarkLK regarding the subject.
For such higher tiers to be accepted, it must be clearly established that a character itself is of a higher-dimensional or beyond-dimensional level, and that it does not completely contradict everything else that we know about them.
Also, it is very strongly against our regulations to create threads that attack our tiering system, and it is not practically feasible to start to make exceptions for some franchises, with no available alternatives.
In a worst case completely unquantifiable scenario, we simply have to not allow the fiction to be featured at all, as was the case for Getbackers.
Hence, all that you are arguing for is that we should delete all of the Dragon Ball profiles, which is not a good solution for anyone involved.
