Reference Popups Gadget

I recently learned that this gadget exists, which makes it so that references are displayed in little popups when they're hovered over. While this isn't particularly useful for references themselves, notes can use a similar system, as shown in this profile under the speed section, and I think it would look much nicer if those notes were visible on hover, instead of needing to click down.

So I request that some admin familiar with the process of installing JS gadgets adds this to the wiki.
 
I don’t oppose nor support this, mainly because this’s purely for visuals
