Wally reacted to Black Flash while he was running at Immeasurable speed, multiple Flashes were shown to communicate with one and other while they are running at Immeasurable speed, Hunter in particular was shown fighting Black Flash the same Black Flash who is fast enough to chase the Flashes while they are time traveling, etc. So I have no clue why their Immeasurable speeds are not combat applicable while we were given evidences otherwise.

Hunter and the Black Flash weren't travelling through time when they fought one another.

And it's not that Immeasurable isn't applicable. They simply do not go Immeasurable normally and are usually just Massively FTL+ in combat.

Not true. They can react while running through time. When Wally was boosted in running speed, he could react to himself and move towards a portal he saw. They don't always travel through time, but their reaction and combat speed scales
