In the latest episode it is stated that Goku is trying to appraoch the state of the gods, obviously not every god has ultra instict so this must means in terms of power and herms98 also said that is said exactly the same way SSG was described in it's frst appearance




i think this is just a better reason than scaling from merged zamasu to have him low 2-c

thats the point, the state of the gods is not ultra instinct because most the gods don't have it. If goku is approaching the state of the gods it must mean in terms of power .

do you have a screenshot? All i remember being said is " a state that even the gods fear" also if the statement is about UI logical problems arrive.

1) "he attempts to approach the state of the gods" This would imply all Gods have UI but they don't so its not a reference to UI 2) if it is in reference to UI, how is he attempting to approach it? he is already in the state, thats like saying he is attempting to approach the SSJ state when he is already a SSJ its a logical contradiction
