Velociraptor is much more intelligent, has better weaponry but the shrimp actually seems way larger and heavier. The shrimp has massive spikes on its front tentacles too. Are they close to land?

Eh, their close to land to be fair for both sides. If it was deep, the shrimp would be eating chicken, and if it was on land, the raptor would being eating sea food.

Probably Velociraptor, it's much more mobile than it and seems to be able to match it long enough to get it to shore

The water's too deep for the Velociraptor to move properly in without swimming, which would leave it vulnerable as it clearly can't fight effectively in the water. Anomalocaris takes this for sure.

Velociraptor lived in an environment where it wouldn't need to swim a lot, and its overall physiology is not adapted for underwater movement. So I'd say it wouldn't be a very good swimmer, and I especially don't think it'd be any good at diving.
