Are the laws of physics comparable to Type 2 concepts?

As far as I know, both are universal and dependent on material reality. However, in the case of the laws of physics, they have a certain independence (as it is quite common in fiction to have the existence of alien laws of physics).

Simple and short answer: yes. But to get conceptual manipulation from such feat, you will need to, not only warp the laws of physics, but also their very nature and inner-workings. Something like remodeling a car, just manipulating the laws of physics would be like driving the car, not modifying it.
