I checked the profile and he only scales to city block level-multi City block level and massively hypersonic? I thought he was stronger any reason why he isn't stronger?

Raiden (mortal kombat)

Long story short all the high end feats were considered:
*Hax that doesn't scale to physicals (merging of realms, timeline reset, environmental destruction via weather manipulation, etc).
*Non-canon, most notably the fatalities such as Smoke's planet burst and Certrion becoming planet sized (also the gods having restrained/unrestrained forms was found to be head-canon iirc).
*Done by the One Being (who no-one scales to aside from the Elder Gods as a full collective).
Add in the flood of anti-feats to the mix and Raiden got downgraded, MK is still in the middle of updates hence why some profiles are barebones or outdated but I don't know if/when these revisions will be concluded.
